
History of the Policy Process
Since the founding of the CCF/NDP the party has always generated its policy from the grassroots membership. This is often done by way of resolutions passed at conventions.
At the 2005 "Saskatchewan Centenial" convention of the New Democratic
Party the following resolution was adopted. This
resolution created a standing manual of party policy that will continue
to be refined and changed at each convention that will represent the
policies of the New Democratic Party of Saskatchewan.
Be It Resolved That the New Democratic Party go on record as favoring the following:
1)
That the document entitled "Prototype Policy
Manual" be
adopted as the starting point for a standing policy document of the
party. (This document represents previous resolutions passed at convention and compiled)
2)
That
the provincial council, provincial constituencies,
campus clubs, the wings, and any and all party organizations that
request it,
will receive a copy of this prototype manual and will be asked to hold
meetings, have consultations, and examine and discuss this prototype
manual
with the goal of improving it.
3)
That
all organizations that are eligible to submit
resolutions to convention will be eligible to submit proposed changes
to the
prototype manual
4)
That the newly
formatted and democratically elected
legislative advisory committee be given all of those proposed changes
and
instructed to group together those proposed changes that are
contradictory or
redundant into "sets" and "areas" of policy options for
convention.
5)
That the
legislative advisory group will ensure that
all changes to the policy manual are in the proper format and deal with
goals
and strategies and not specific objectives and outcomes. The latter
proposals
will be sent to convention as resolutions.
6)
That the panels at future provincial convention be
given those policy option "sets" and "areas" from the legislative
advisory group and
the
panels will debate and vote on each policy change to determine which
option gets
sent to the convention floor.
7)
That the
convention must have final approval over any
changes to the policy manual.
8)
That once the
proposed changes have been adopted at a future convention that the
amended policy manual at that time will be
given final
approval by convention for release as official party policy.
9)
That this process
be repeated yearly and a new document
be released each year as the standing policy of the Saskatchewan New
Democratic
Party.
